When bureaucracy slows projects down, digital collaboration becomes essential
Delivering public-sector projects requires much more than assigning tasks and meeting deadlines. It demands coordination between multiple entities, clear responsibilities, transparent decision-making, and efficient communication.
In Aruba, these processes are often hindered by bureaucratic friction, fragmented coordination and limited visibility across departments, making project execution slower and more difficult to manage.
Antraco Aruba set out to explore how digital technologies could help public institutions work together more effectively, creating a more transparent and agile way to manage projects across government entities.
The objective is not simply to digitise existing processes, but to validate whether a collaborative digital platform can simplify coordination, improve decision-making, and provide evidence for wider adoption across Aruba’s public administration and, eventually, across the Caribbean.
One digital workspace for every project, stakeholder and decision
To address this challenge, Antraco partnered with Agile Procurement, a Spanish company specialising in digital project management solutions.
Its cloud-based, multi-user platform has been adapted to the specific needs of Aruba’s public sector, bringing together all aspects of project coordination in a single digital environment.
The solution combines:
- Project and task management, allowing teams to organise activities and monitor progress in real time.
- Interdepartmental collaboration enables multiple public entities to work together through a shared workspace.
- Role-based access ensures every stakeholder accesses the information relevant to their responsibilities.
- Dashboards and reporting provide greater visibility over project status and performance.
- AI-assisted guidance helps non-technical users navigate the platform more easily.
- Multilingual support, allowing users to work in both English and Dutch.
Beyond introducing new technology, the platform aims to reduce administrative complexity, improve transparency and support faster decision-making while remaining accessible to users with different levels of digital experience. The Proof of Concept (PoC) will also evaluate usability with non-technical users to ensure the solution fits real public-sector workflows.
Three acceleration services to turn a pilot into a scalable innovation
Through the EU-LAC Digital Accelerator, the partnership benefits from three complementary acceleration services designed to maximise the impact of the collaboration.
- Service n°1: PoC Design & Prototyping
Led by Wayra, this service provides the framework for designing, monitoring and evaluating the pilot.
It establishes the collaboration methodology, defines KPIs, monitors progress throughout the project and compares planned objectives against actual results, ensuring both partners can objectively assess the platform’s performance and its potential for wider deployment.
- Service n°2: International Growth & Soft landing
Led by EBN, this service supports Agile Procurement’s international expansion strategy.
It analyses market opportunities and prepares a commercialisation roadmap for Aruba, Latin America and the Caribbean, helping the startup understand local market conditions while preparing for long-term regional growth.
- Service n°3: IP Management
Also delivered by EBN, this service helps both organisations define how intellectual property generated during the PoC will be protected and exploited.
The partners receive guidance on ownership models, technology transfer, licensing opportunities and future commercialisation strategies, ensuring that innovation created during the collaboration can be effectively leveraged beyond the pilot itself.
